My Shopify theme won't finish installing, and I think it's because I'm on the Starter plan

If a theme won't finish installing or won't open in the editor, the Starter plan's limited storefront, not a bug, is almost always the reason.

What's going on

You pick a theme from the Shopify Theme Store, click Add, and nothing finishes. The theme sits in your library but won't open in the customizer, or the whole Online Store section acts like it isn't there. It feels like a broken install, but for merchants on a specific plan it's actually a plan limitation showing up as a confusing dead end.

The Starter plan, Shopify's cheapest tier, is aimed at selling through social media, a link-in-bio page, and DM or checkout-link sales. It does not include the full Online Store sales channel that a theme depends on. Themes are built to run inside that channel's editor, with pages, navigation, blog support, and full customization. Starter's storefront is intentionally a lightweight single link page, not a themeable site, so trying to install and publish a full theme on it stalls or the options you'd expect simply aren't there.

This catches people off guard because the limitation isn't always obvious in the moment. You can often still browse the Theme Store and add a theme to your library while on Starter, which makes it look like installation should work. It's usually the next step, customizing and publishing that theme to a live storefront, where the plan restriction actually shows up.

Why it happens

Shopify's plan tiers gate more than price and transaction fees, they gate which sales channels are fully active. Starter is scoped to social and link-based selling, so the Online Store channel, and the theme system that lives inside it, is either absent or heavily restricted, even though the Theme Library UI may still let you add a theme to your account.

Because the failure shows up as a stuck spinner, a greyed-out customize button, or a channel that seems to vanish, it reads like a technical bug rather than a plan boundary. The fix is almost always checking your plan, not reinstalling the theme, clearing your cache, or troubleshooting your browser.

Check whether your plan actually includes the Online Store channel

In Shopify admin, go to Settings > Plan and see what your current plan includes. The Starter plan is built around a link-in-bio page and social or DM checkout, not a full storefront. If the Online Store channel isn't listed as active, or the theme editor keeps bouncing you to a setup screen instead of opening, that's very likely the plan limit showing up, not a broken install.

Upgrade to Basic Shopify or higher to unlock the full theme editor

From Settings > Plan, switch to Basic or any higher tier. This is the change that actually resolves the stuck install: once you're above Starter, the Online Store channel becomes fully active, your Theme Library opens without restriction, and any theme you've added, free or paid, can be customized and published normally.

Add the theme now, upgrade before you try to publish it

You can often still browse the Shopify Theme Store and add a free theme to your library while on Starter, since adding a theme doesn't require the full storefront. It's usually the customize-and-publish step that's gated behind Basic or higher. If you want to lock in a theme choice before paying more, add it now and finish setting it up once you upgrade.

If all you need is a simple link page, you may not need a theme at all

If your real goal is a lightweight page to sell a handful of products through social links, Starter's built-in link page may already cover that at no extra cost. Save the plan upgrade for when you actually need a browsable storefront with multiple pages, a blog, or full theme customization.

Contact Shopify Support if the plan and channel look right and it still fails

If you've confirmed you're on Basic or above and the Online Store channel shows as active, but the theme still won't finish installing or opening, that's no longer a plan limitation. At that point it's worth contacting Shopify Support directly, since it's likely something account-specific rather than anything you can fix from theme settings.

Bottom line

Most of the time, a theme install that seems permanently stuck on the Starter plan isn't stuck at all, it's working as designed, because Starter deliberately doesn't include the full Online Store storefront that theme customization needs. Check your plan and active sales channels before troubleshooting the theme itself. If you do need a real storefront, moving to Basic Shopify is a normal part of that step, not a sign that something is broken.
