Why can't I find the staff/employee permission settings in Shopify anymore?

Shopify has reorganized where staff and POS permission settings live more than once, and account role or plan limits can hide the controls entirely. Here's how to actually find them.

What's going on

A merchant goes looking for the page where they used to manage employee accounts — setting who can see orders, who can issue refunds, who can log into the POS till — and it's just not where they remember it. No error, no broken link, the option seems to have vanished from the admin menu entirely.

This is a real and recurring complaint, and it usually isn't a bug. Shopify has restructured its account and permissions area more than once, most notably as it rolled out a unified login and "organization" account model that separates store-level staff from organization-level users. Depending on your store's history, your plan, and your own role, you can end up looking at the wrong layer of settings, or looking at settings you don't have permission to edit — and Shopify's admin doesn't always tell you which of those is happening.

It's also easy to conflate two separate systems: staff permissions inside the main Shopify admin (who can see/edit orders, products, customers, settings, etc.) and Shopify POS staff access (PINs and POS-specific actions like discounts and refunds at checkout). They live in different places and are configured differently, so someone looking for one inside the other will come up empty.

Why it happens

Shopify has been migrating merchants toward a unified account login and an "organization" structure that can manage multiple stores under one set of credentials. That changed where user/staff management lives in the admin — what used to be a single, store-scoped "Users and permissions" page can now route through an organization-level Users page first, which looks and behaves differently and doesn't always make the store-specific settings obvious.

Separately, permission visibility depends on your own account role: staff who aren't the account owner and lack the specific permission to manage settings/users simply don't see those menu options at all, with no explanatory message. And the number of staff accounts you're allowed is capped by your subscription plan, which can make the "add staff" option behave as if it's missing once you've hit the limit.

Go to Settings > Users (not the old "Users and permissions" location)

In the current Shopify admin, staff and permission controls live under Settings > Users. If your store is part of a Shopify organization (common if you or your provider manages more than one store, or if your account was migrated to the newer unified login), you may land on an organization-level Users page instead of the store-specific one. Look for a store switcher or "store staff" tab, or navigate directly to admin.shopify.com/store/your-store-name/settings/account to confirm you're editing the right store's roster, not the organization's.

Confirm you're actually the account owner, or ask the owner to check your role

Only the store's account owner (and staff explicitly granted "Manage settings" or full permissions) can see the option to add staff or edit permissions. If you're logged in as a staff account without that permission, the controls simply won't appear in your view — there's no error message, the menu items are just missing. Have the account owner log in and verify your staff profile has the right permission boxes checked, or transfer/confirm ownership if you believe you should be the owner.

Check your plan's staff account limit

The number of staff accounts you can create is tied to your Shopify subscription plan, and lower-tier plans cap it well below what a growing team needs. If you've hit your plan's limit, Shopify hides or restricts the "add staff" flow rather than showing a clear upsell message in some views. Check Settings > Plan to see your current staff allowance, and upgrade if you need more seats.

For POS-specific access, look inside the POS app or POS staff settings separately

Admin staff permissions and Shopify POS staff access are not the same system. Every POS user needs a numeric PIN set up (Settings > Users, or from within the POS app under Staff), and if you're on Shopify POS Pro, POS-specific actions (discounts, refunds, voids, exchanges) are governed by POS roles configured either in the POS app itself or in the POS-specific permission section of the staff profile in admin — not the general admin permission checkboxes. If you're only looking in one place, you'll miss the other half of the controls.

Use Shopify's live chat or Help Center search for your exact plan/account type

Shopify has changed this settings area more than once as it rolled out multi-store organization accounts, and documentation can lag behind what any individual merchant sees, depending on plan, region, and whether the store was migrated to the new login system. Bottom line

This is a settings-navigation problem, not something a third-party app needs to solve: employee and POS staff permissions are entirely native Shopify features, and the fix is almost always locating the current menu (Settings > Users) with the right account role and plan tier, not installing anything. If your team genuinely needs more granular, custom staff workflows than Shopify's built-in roles allow, that's a case where a broader admin operations review (from a Shopify partner, not a specific app) is more useful than shopping for a staff-permissions app.
