Why did my whole catalog turn "Limited" in Google Merchant Center right after I added a Canada shipping rule?
Setting up a shipping rule for one country, like Canada, can suddenly flag your entire catalog as Limited in the Google channel. Here's what's actually happening and how to fix it without tearing up your shipping setup.
What's going on
A merchant sets up a country-specific shipping rule, say a custom rate or carrier setup just for Canada, and soon after, the Google channel app starts flagging most or all products as Limited, even ones with nothing to do with Canada. It looks like the shipping change broke the entire catalog's eligibility to sell, which is alarming when nothing else about the products changed.
Limited doesn't mean the products themselves are low in stock or restricted. It's a Google Merchant Center sync status shown inside Shopify's Google channel app, meaning a meaningful chunk of the feed has sync errors or missing data and isn't fully approved for Shopping ads or free listings. The label is a summary; the actual cause is usually shipping-data related when it appears right after a shipping change.
The mechanism is specific: Merchant Center generally syncs shipping rates from your store's General shipping profile, not from custom profiles. Country-specific shipping rules, which merchants usually build in a custom profile so they can set different rates or restrictions for that one country, are effectively invisible to Merchant Center. From Google's side, it can look like that country, and sometimes your shipping setup overall, has incomplete or conflicting data, which can cascade into shipping-related errors across many listings at once rather than just the one country you touched.
Why it happens
Shopify's Markets and shipping settings are layered: a country has to belong to an active market and to a shipping zone with usable rates before checkout is even possible there, and Merchant Center sync generally reads rates from the General shipping profile, not any custom profiles. Custom profiles are exactly the tool merchants reach for when they want different shipping behavior for one country, so the moment that logic moves into a custom profile, Merchant Center's view of your shipping coverage falls out of step with what your store actually does at checkout.
Because Merchant Center evaluates shipping data at closer to an account or feed level than strictly per product, a gap or contradiction introduced by one country's custom rule can surface as errors across many listings, not just the ones tied to that country. That's why the fix that keeps coming up in merchant discussions of this exact pattern is to treat each market and its shipping zone as a unit to audit, since one misaligned country can be enough to trigger a catalog-wide status change.

Move country-level coverage into your General shipping profile
Google Merchant Center reads shipping rates from your store's General (default) shipping profile, not from custom profiles. If you built a country-specific rule, say a separate rate or carrier setup for Canada, inside a custom profile, Merchant Center never sees that coverage and treats the country as unshipped, which trips shipping errors across the whole feed. Keep baseline coverage for every country you sell to in the General profile, and use custom profiles only for exceptions layered on top, like a surcharge on one product type, not as the sole definition of whether a country ships at all.
Audit each active market against its shipping zone
Go through your Markets settings and your shipping settings side by side, market by market. For each country you sell into, confirm it sits inside an active market, is included in exactly one shipping zone, and that zone has at least one usable rate in the General profile. A country that's technically in a market but missing from a zone, or the reverse, is enough to generate the errors that then surface as a blanket Limited status in the sales channel.
Check the Products tab for the actual per-item reason before assuming
Don't assume every product is broken for the same reason. Open the Google channel app's Products tab and read the specific diagnostic on a handful of affected listings. Limited is a summary status meaning some subset of your catalog has sync issues; the underlying reasons, missing shipping info, GTIN problems, price mismatches, are listed per product and aren't always the shipping-zone problem you assume it is.
Consider setting shipping directly in Google Merchant Center
Merchant Center also lets you define shipping settings manually inside Merchant Center itself, separate from what syncs automatically from your store. If your per-country shipping logic is genuinely complex and doesn't map cleanly onto Shopify's General-profile-only sync, setting rates directly in Merchant Center can sidestep the sync gap rather than fighting it on the Shopify side.
Re-check a day after any shipping or market edit
Shipping and market changes resync to Google, but not always instantly, and a partial edit, like adding a zone without adding matching rates, can leave the feed in a broken state until the change is complete. After editing markets, zones, or profiles, give the sync roughly a day and then recheck the Products tab rather than stacking more changes on top of a setup that hasn't finished propagating.
